Strengthening Disaster Medical Resilience: First Domestic Blood Bag Factory Completed; Annual Capacity 2.3 Million UnitsDec 26, 2025

The Presidential Office held the 6th Meeting of the Whole-of-Society Defense Resilience Committee on the 23rd. Minister of Health and Welfare Shih Chung-liang reported on "Social Welfare, Medical, and Shelter Readiness," highlighting the completion of Taiwan’s first domestic blood bag factory. The facility, a collaboration between Nanya Plastics and Puriblood, received its TFDA medical device permit in July and is currently in the testing phase. It is projected to produce 2.3 million blood bags annually to ensure supply stability during disasters or conflicts.

Medical Resilience Strategies:

  • Critical Infrastructure: 51 "Level 1 Emergency Responsibility Hospitals" have been prioritized for enhanced resilience in electricity, water, and oxygen supply to handle "isolated island" scenarios.
  • Surgical Preparedness: 50 backup surgical teams and 24 Forward Surgical Groups (FSG) at military hospitals have been established, with approximately 400 surgical specialists trained for field trauma care.
  • Drug & Supply Stockpiles: New hospitals are now required to plan for underground medical spaces (10% of acute bed capacity). Trauma supplies and critical medical devices for 120,000 people have been stockpiled.
  • National Drug Resilience: The Executive Yuan has approved a 4-year National Drug Resilience Readiness Plan starting in 2026 to secure the pharmaceutical and medical device supply chain.
