During the "Great Health Industry Development and Policy" forum hosted by the Institute for Biotechnology and Medicine Industry (IBMI) on the 16th, Minister of Health and Welfare Shih Chung-liang stated that 2026 will be a pivotal turning point for biomedical and healthcare policy. Three major systems—Regenerative Medicine, Health Big Data, and Biobanking—will be launched simultaneously. Coupled with mid-to-long-term public budget injections exceeding NT$100 billion, the government aims to create a predictable regulatory and investment environment for the industry.
Minister Shih noted that three key regulations will officially advance in 2026. The Regenerative Medicine Act and its subsidiary laws are already complete and will take effect on January 1, 2026, marking the transition of Taiwan’s regenerative medicine into a phase of institutionalized and normalized management.
Furthermore, the National Health Insurance (NHI) Data Management Ordinance has passed its third reading in the Legislative Yuan. It is expected to take effect in early 2026 following presidential promulgation. The Ministry of Health and Welfare (MOHW) already possesses existing management guidelines, ensuring a clear timeline for transitioning to formal enforcement within six months.
Regarding the Biobank Management Ordinance, the amendment has completed its first round of review by the Executive Yuan and is being prepared for legislative submission. This law will interface with the NHI data system to provide a legal foundation for clinical research, academic collaboration, and industrial applications.
In terms of budgeting, Minister Shih pointed out two finalized mid-to-long-term public budget projects (excluding the NHI global budget):
Combined with other industrial plans currently under discussion within the Executive Yuan, the scale of public investment in health and biomedicine is set to surpass the NT$100 billion mark. Shih emphasized that the policy focus is "Regulation First, Segmented Investment, and Policy Continuity" to ensure a stable transition between legislation, budgeting, and industrial growth.
