Compal Electronics is making significant strides in the healthcare industry by investing in smart medical care and expanding its health business. On the morning of November 14, the company held a groundbreaking ceremony for a new medical and long-term care facility in Ruifang District, New Taipei City. With an investment of nearly NT$1 billion, the facility is slated for completion and operation by 2028.
The groundbreaking ceremony was attended by New Taipei City Mayor Hou You-yi, Kinpo Group President Rock Hsu, Compal Chairman Ray Chen, Eric Peng, Chairman of Compal Ruifang Healthcare Asset Development, and strategic partners including Hsiao Chung-Cheng, President of Hsiao Chung-Cheng Hospital System, and Hiroshi Kaminaru, Chairman of Japan’s Genki Group. Together, they conducted a blessing and foundation-laying ritual.
Addressing Healthcare Challenges in Taiwan’s Aging Northeast Coast
Compal highlighted that Taiwan’s northeast coast faces acute aging population challenges. Currently, the region relies on a single hospital, Ruifang Miners Hospital, for 24-hour emergency medical services. However, the hospital, operational since 1982, suffers from aging infrastructure and outdated equipment. The construction of the Ruifang Medical and Long-Term Care Facility is an urgent and much-needed project.
During the ceremony, Mayor Hou stated that since the project’s contract signing in August 2022, collaborative efforts by the city government’s Department of Health and the Compal team have moved the project forward. With the environmental impact assessment approved this February, the project now enters its construction phase—a milestone that will enhance New Taipei City’s medical resources.
Compal’s Strategic Push into Smart Healthcare
In recent years, Compal has actively diversified its business, particularly in smart healthcare. The company has collaborated with multiple Taiwanese medical institutions to develop strategic partnerships. Eric Peng emphasized that the new facility will serve as a pivotal hub for Compal’s development in smart, remote, precision, and preventive healthcare. With the support of experienced partners such as the Hsiao Chung-Cheng Hospital System and Japan’s Genki Group, Compal aims to elevate medical capabilities in Taiwan’s rural areas.
Peng further noted that upon its opening, the facility will integrate AI and AIoT technologies into its operations. This includes implementing smart outpatient services, intelligent wards, advanced surgical imaging management, and technology-enabled care solutions. By deeply integrating ICT technologies with healthcare services, the facility will provide an innovative environment for medical applications and patient care.
Facility Design and Features
The project includes developing a site covering 2,659 square meters, with plans for a 10-story above-ground and 1-story underground medical and long-term care building. The first three floors will house a hospital, with the fourth floor designated for a daycare center and office space. Floors five and above will accommodate a residential long-term care facility and equipment rooms, while the basement will serve as a parking area. Separate entrances will be provided for the hospital and long-term care facilities. The first floor will feature registration, outpatient services, a pharmacy, and a 24-hour emergency room.
The facility is planned to include 136 long-term care beds and 36 acute general hospital beds. To address local residents’ parking needs, a smart multi-story parking tower will also be constructed, supporting the community’s requirements and boosting the local economy.
This project, based on the 2022 investment agreement, is progressing according to schedule. Following the finalization of the environmental impact assessment in February 2024, the construction phase will commence, with operations expected to begin in 2028. The BOT+BTO contract will run for 50 years.
